EU DOCUMENTS IN THE SEJM |

In November 2018 the EU Affairs Committee (SUE) held 8 meetings: no. 239-246. During these meetings the Committee:
- scrutinised EU documents:
- pursuant to Art. 7(4) of the Cooperation Act – EU draft legislative acts concerning i.a. European Banking Authority, European Border and Coast Guard Agency (Frontex) or preventing the dissemination of terrorist content online,
- pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – EC documents concerning i.a. the working of committees during 2017, progress report towards an effective and genuine security union or public access to European Parliament, Council and Commission documents,
- pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by Economic and Financial Affairs Council, General Affairs Council, Agriculture and Fisheries Council, Justice and Home Affairs Council, Employment, Social Policy, Health and Consumer Affairs, Transport, Telecommunications and Energy Council and Education, Youth, Culture and Sport Council,
- pursuant to Art. 8(2) of the Cooperation Act – EU draft legal acts concerning i.a. financial contributions to be paid by Member States to finance the European Development Fund or mobilisation of the Flexibility Instrument to finance immediate budgetary measures to address the on-going challenges of migration, refugee inflows and security threats.
- considered government bill on European political party and European political foundation intended for application of the EP and Council regulation 1141/2014 on the statute and funding of European political parties and European political foundations (paper no. 2827, mtg no. 239),
- heard information on public consultations on the future of Europe, presented by Minister of Foreign Affairs Jacek Czaputowicz (mtg no. 240),
- heard information on the current state of international negotiations regarding UN Framework Convention on Climate Change and positions of the EU and Poland for 24th session of the conference of the parties of UN Framework Convention on Climate Change (COP 24) that will take place in December 2018 in Katowice (mtg no. 243),
- together with Public Finance Committee and Economy and Development Committee met with EC Vicepresident Valdis Dombrovskis, commissioner in charge of euro and social dialogue, financial stability, financial services and capital markets union, and heard information on Annual Growth Survey 2019 and EC work programme for 2019 (mtg no. 246).

08.11.2018, heard the information presented by the President of the Office of Electronic Communications Marcin Cichy on the initiatives included in the Digital Single Market Strategy in Europe, as well as the effects of the implementation of the regulation on abolition of retail roaming surcharges (mtg no. 113).

In November 2018, 11 draft legislative acts were subject to subsidiarity scrutiny. As of 6 December 2018, the national parliaments submitted 3 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
