EUROPEAN DEBATES IN THE SEJM
16 October 2019 - the Sejm accepted the information on the Republic of Poland's participation in the activities of the European Union in January-June 2019 (Romanian Presidency of the Council of European Union) - resolution. The information was earlier debated in plenary with participation of the Secretary of State in Foreign Affairs Ministry, Konrad Szymański (verbatim record/PL point 28).
EU DOCUMENTS IN THE SEJM

In October 2019 the EU Affairs Committee (SUE) held 2 meetings: no. 282-283. During these meetings the Committee:

  • pursuant to art. 18(4) of the Cooperation Act considered information on legislative work related to the implementation of European Union directives, for which the time limit for implementation had expired or would expire within 3 months of the presentation of such information (as at 23 August 2019) [mtg no. 282],
  • pursuant to Art. 7(4) of the Cooperation Act considered:
    • proposal for a regulation of the EP and of the Council amending Council Regulation (EC) No 2012/2002 in order to provide financial assistance to Member States to cover serious financial burden inflicted on them following a withdrawal of the United Kingdom from the Union without an agreement (COM(2019) 399) together with the draft position of the Republic of Poland [mtg no. 282],

    • proposal for a Council decision on the conclusion of the Agreement between the European Union and the Republic of Belarus on the readmission of persons residing without authorisation (COM(2019) 401) as well as proposal for a Council decision on the signing, on behalf of the European Union, of the Agreement between the European Union and the Republic of Belarus on the readmission of persons residing without authorisation (COM(2019) 404) together with the draft position of the Republic of Poland on these documents [pos. nr 282],
    • proposal for a Council decision on the conclusion of the Agreement between the European Union and the Republic of Belarus on the facilitation of the issuance of visas (COM(2019) 403) as well as proposal for a Council decision on the signing, on behalf of the European Union, of the Agreement between the European Union and the Republic of Belarus on the facilitation of the issuance of visas (COM(2019) 405) together with the draft position of the Republic of Poland on these documents [mtg no. 282],
  • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, considered:
    • proposal for a Council regulation fixing for 2020 the fishing opportunities for certain fish stocks and groups of fish stocks applicable in the Baltic Sea and amending Regulation (EU) 2019/124 [...] (COM(2019) 380) together with the draft position of the Republic of Poland [pos. nr 282],
    • working paper of the Commission: Evaluation of the functioning of the EU Solidarity Fund in 2002-2017 (SWD(2019) 186) together with the Government position [mtg no. 282],
    • report from the Commission: Monitoring the application of European Union law 2018 Annual Report (COM(2019) 319) together with the draft position of the Republic of Poland [mtg no. 282],
    • report from the Commission: Annual report 2018 on the application of the principles of subsidiarity and proportionality and on relations with national parliaments (COM(2019) 333) together with the Government position [mtg no. 283],
    • communication from the Commission: Strengthening the rule of law within the Union. A blueprint for action (COM(2019) 343) together with the Government position [mtg no. 283],
    • the Council of Ministers' information about the meeting of the European Council planned on 17-18 October 2019 [mtg no. 283],
  • according to the proposal of the Committee Bureau, didn't raise any comment to the following EU documents:
    • pursuant to Art. 7(4) of the Cooperation Act – to 5 draft legislative acts, including to Council regulation on measures concerning the implementation and financing of the general budget of the Union in 2020 in relation to the withdrawal of the United Kingdom from the Union (COM(2019) 461) and to others: COM(2019) 620 [mtg no. 283]; COM(2019) 396, 398, 411 [mtg no. 282],

In October 2019 information on and documents of SUE meetings no. 282-283, provided by the EU Affairs Committee secretariat, were published in the EDL-S (European Legislative Documents in the Sejm) and IPEX databases.

SUBSIDIARITY CHECK IN NATIONAL PARLIAMENTS

According to the information from IPEX database as of 8 November 2019, 9 draft legislative acts were subject to subsidiarity scrutiny in September 2019. The national parliaments submitted no reasoned opinion on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
