EU DOCUMENTS IN THE SEJM
The present edition of the Biuletyn OIDE covers period of three months, from 1 March to 31 May 2020, in which the activity of the Sejm in European matters, as of other national parliaments in the EU, was limited due to the Covid-19 pandemic.

 

From 1 March until 31 May 2020 the European Union Affairs Committee held 1 meeting, together with Foreign Affairs Committee, on 6 May, via electronic means of distance communication.

During this meeting the following took place:

  • first reading of the Government bill granting consent for ratification of the Partnership and Cooperation Agreement between the European Union and its Member States, of the one part, and the Republic of Singapore, of the other part, concluded in Brussels on 19 October 2018 (paper no. 199);
  • first reading of the Government bill granting consent for ratification of the Framework Agreement between the European Union and its Member States, of the one part, and Australia, of the other part, concluded in Manila on 7 August 2017 (paper no. 200);
  • first reading of the Government bill granting consent for ratification of the Partnership Agreement on Relations and Cooperation between the European Union and its Member States, of the one part, and New Zealand, of the other part, concluded in Brussels on 5 October 2016 (paper no. 200);
  • first reading of the Government bill granting consent for ratification of the Agreement between the Government of the Republic of Poland and the Government of the Federal Republic of Germany concerning environmental impact assessments and strategic environmental impact assessments in a transboundary context, signed in Neuhardenberg on 10 October 2018 (paper no. 346).
WORK IN COMMITTEES
Local Government and Regional Policy Committee
  • 04.03.2020, considered the information presented by the Secretary of State at the Ministry of Funds and Regional Policy, Grzegorz Puda, on the state of negotiations on the European Union budget for 2021-2027 and the Polish position on the proposed shape of cohesion policy (mtg no. 15).

From 1 March until 31 May 2020, 23 draft legislative acts were subject to subsidiarity scrutiny. As of 15 June 2020, the national parliaments submitted 3 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
