In July-August 2021 the EU Affairs Committee (SUE) held 5 meetings, no. 74-78. During these meetings the Committee:
- considered the reply of the Minister for the European Union Affairs to the SUE desideratum no. 1 on ensuring pluralism and freedom of discussion during the Conference on the Future of Europe [mtg no. 74],
- pursuant to Art. 7(4) of the Cooperation Act, considered:
- proposal for a regulation of the EP and of the Council laying down harmonised rules on artificial intelligence (artificial intelligence act) and amending certain union legislative acts (COM(2021) 206) [mtg no. 78],
- proposal for a directive of the EP and of the Council amending Directive 2013/34/EU, Directive 2004/109/EC, Directive 2006/43/EC and Regulation (EU) No 537/2014, as regards corporate sustainability reporting (COM(2021) 189) together with the draft position of the Republic of Poland [mtg no. 78],
- draft General budget of the European Union for the financial year 2022 - General Introduction - Total expenditure - General statement of revenue - Statement of revenue and expenditure by section (COM(2021) 300) together with the draft position of the Republic of Poland [mtg no. 78],
- proposal for a Council regulation on the establishment and operation of an evaluation and monitoring mechanism to verify the application of the Schengen acquis and repealing Regulation (EU) No 1053/2013 (COM(2021) 278) together with the draft position of the Republic of Poland [mtg no. 78],
- pursuant to Art. 11(1) of the Cooperation Act, considered information on the position the Council of Ministers intends to take during consideration of draft EU legal acts at the meetings of:
- Economic and Financial Council, 13 July 2021 - COM(2020) 215, 323, COM(2021) 71, 181 [mtg no. 75],
- Agriculture and Fisheries Council, 19 July 2021 - COM(2020) 319, 321 [mtg no. 75],
- pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, considered:
- information of the Council of Ministers on the results of the European Council meeting held on 24-25 June 2021 [mtg no. 74],
- information of the Concil of Ministers on the Foreign Affairs Council meeting planned for 12 July 2021 [mtg no. 74],
- communication from the Commission: Union of Equality: LGBTIQ Equality Strategy 2020-2025 (COM(2020) 698) together with the Government position [mtg no. 78],
- according to the proposal of the Committee Bureau, didn't raise any comment to the following EU documents:

- with the representative of the Portuguese Presidency, Ambassador of the Portuguese Republic in Poland, Mr Luís Manuel Ribeiro Cabaço, and considered the information on the results of the Portuguese Presidency of the EU Council,
- with the representative of the Slovenian Presidency, Ambassador of the Republic of Slovenia in Poland, Ms Božena Forštnarič Boroje, and considered the information on the programme of the Slovenian Presidency of the EU Council,
- considered the information on the tasks and acticity of the European Court of Auditors and on the annual Report of the European Court of Auditors on the performance of the EU budget for 2019, presented by the ECA Member, Mr Marek Opioła [mtg no. 77],
- considered the draft SUE work programme for 1 August – 31 December 2021 [mtg no. 78],
- considered the draft desideratum no. 2 of the Permanent sub-committee for the Conference on the Future of Europe on the need for an in-depth analysis of the reasons for the withdrawal of the United Kingdom from the European Union and compliance by the European Union's institutions with the European Treaties as the exclusive framework for its functioning. The desideratum was adopted by SUE at its 78 meeting (link) and then sent to EU institutions, the Board of the Conference on the Future of Europe and to some EU member states.

SUBSIDIARITY CHECK IN NATIONAL PARLIAMENTS |

|
|
|
In July-August 2021, 10 draft legislative acts were subject to subsidiarity scrutiny. The national parliaments submitted no reasoned opinion on the non-compliance of the scrutinised draft acts with the subsidiarity principle. |
