EU DOCUMENTS IN THE SEJM
In February the EU Affairs Committee (SUE) held 7 meetings: no. 223–229. It scrutinised about 50 EU documents and considered 2 draft legislative acts inconsistent with the principle of subsidiarity. The Committee has also heard the Council of Ministers’ information on coordination of fiscal policies of the Member States within the so called “European Semester” cycle (no. 224), as well as on the energy-climate package and its economic implications for Poland (no. 228).

On 21.01.2011, at the 221st meeting EU Affairs Committee has adopted opinion no. 76 on the non-compliance with the principle of subsidiarity of COM(2010) 728 final.

Proposal for a Regulation of the European Parliament and of the Council amending Council Regulation (EC) No 1234/2007 as regards marketing standards
On 2.02.2011, at the 223rd meeting EU Affairs Committee has adopted opinion no. 78 on the non-compliance with the principle of subsidiarity of COM(2010) 738 final.

Proposal for a Regulation of the European Parliament and of the Council establishing a common organisation of agricultural markets and on specific provisions for certain agricultural products (Single CMO Regulation)
On 18.02.2011, at the 226th meeting EU Affairs Committee has adopted opinion no. 81 on the non-compliance with the principle of subsidiarity of COM(2010) 799 final.

On 3-4.02.2011, at the 84th sitting the Sejm has adopted two resolutions containing reasoned opinions on the non-compliance with the principle of subsidiarity of draft legislative acts:

- Resolution on COM(2010) 738 final

OTHER OPINIONS ON SUBSIDIARITY:
In February the EU Affairs Committee adopted two opinions, in which it indicated the absence of appropriate justification of the proposals with regard to the conformity to the principle of subsidiarity:

INTERPARLIAMENTARY COOPERATION
24-25.02.2011, Budapest

Committee on Budget and Audit Affairs of the Hungarian National Assembly organized a meeting of the Chairs of  Finance and Budget Committees. During the meeting participants discussed inter alia budget review and the development of the new financial perspective, as well as the design of crises management strategies and financial supervisory systems.

AMENDMENT TO ARTICLE 136 TFEU WITH REGARD TO A STABILITY MECHANIZM FOR MEMBER STATES WHOSE CURRENCY IS THE EURO

At the Committee on Constitutional Affairs meeting rapporteurs Roberto Gualtieri and Elmar Brok presented a working document on the Council draft decision modifying Article 136 of the TfEU with regard to a stability mechanism for Member States whose currency is the euro.
