EUROPEAN DEBATES IN THE SEJM

28 November 2014 - the Sejm adopted the statute granting consent for ratification by the President of the Republic of Poland of the Association Agreement between the EU, EAEC and their Member States, and Ukraine (Legislative process /PL).

27 November 2014 - the Sejm heard current information and held a debate on the new framework for climate and energy policy of the EU after 2030 (verbatim record /PL point 14).

26 November 2014 - the Sejm held a debate on the report of EU Affairs Committee and Foreign Affaires Committee on Govenment bill on the ratification of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part, drawn up at Brussels on 21 March 2014 and 27 June 2014 (papers no. 2833 and 2869, verbatim record /PL point 11).

6 November 2014 - the Sejm heard the Council of Ministers' information on tasks of the Polish foreign policy in 2014-2015 (verbatim record /PL point 14).

EU DOCUMENTS IN THE SEJM

In November 2014 the EU Affairs Committee (SUE) held 7 meetings: no. 296-302. During these meetings the Committee:

  •  scrutinised 99 EU documents:
    • pursuant to Art. 7(4) of the Cooperation Act – 13 EU draft legislative acts concerning i.a. veterinary medicinal products, dock dues in the French outermost regions or protection against subsidised imports from countries not members of the EU,
    • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 27 European Commission documents (20 reports, 5 communications, 1 opinion and 1 green paper) concerning i.a. safety of tourism accommodation services, public access to EP, Council and Commission documents or European citizens' initiative "One of us",
    • pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by Agriculture and Fisheries Council, Foreign Affairs Council, Transport, Telecommunications and Energy Council, Employment, Social Policy, Health and Consumer Affairs Council and Competitivness Council,
    • pursuant to Art. 8(2) of the Cooperation Act – 40 EU draft legal acts concerning i.a. fishing opportunities for Union fishing vessels, financial contributions to be paid by Member States to finance the European Development Fund in 2014 or renewal of the agreement for scientific and technological cooperation between the EC and the Government of the Republic of India,
  • together with Foreign Affaires Committee held the first reading:
    • Govenment bill on the ratification of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part, drawn up at Brussels on 21 March 2014 and 27 June 2014 (paper no. 2833, mtg no. 297),
    • Govenment bill on the ratification of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Moldova, of the other part, drawn up at Brussels on 27 June 2014 (paper no. 2858, mtg no. 301),
  • heard the information on the results of the European Council meeting held 22-24 October 2014, presented by Rafał Trzaskowski, Secretaty of the State in the Ministry of Foreign Affairs and Marcin Korolec, Secretary of State in the Ministry of Environment (mtg no. 298).

 Education, Science and Youth Committee

  • 27.11.2014, considered the information of the Minister of Science and Higher Education on the support of Polish science and higher education from EU funds in the new financial perspective 2014-2020 (mtg no. 184);

Innovation and New Technologies Committee

  • 05.11.2014, considered the information on the state of implementation of the European Digital Agenda and the information on the Internet "white spots" (mtg no. 184);

Agriculture and Rural Development Committee

  • 05.11.2014, considered the information of the Minister of Agriculture and Rural Development and Minister of Infrastructure and Development on the methods of recognizing agriculture and rural development in the Regional Operational Programmes and Operational Programmes of the cohesion policy for 2014-2020 (financing tasks), on the degree of preparation of the territorial contracts and the methods of recognizing agriculture and rural development in these contracts (mtg no. 215);
  • 06.11.2014, considered the reply of the ARD Minister to the questions submitted by the Deputies on i.a.: launching the EU emergency reserve to compensate farmers, founds allocated for the intervention in the fruits and vegetables market in the EU; heard the information of the ARD Minister on the participation in the activities of the Agriculture and Fisheries Council in October 2014 (mtg no. 216).
