EU DOCUMENTS IN THE SEJM |

|
|
In October 2015 the EU Affairs Committee (SUE) held 2 meetings: no. 360 and 361. During these meetings the Committee:
- scrutinised 30 EU documents:
- pursuant to Art. 7(4) of the Cooperation Act – 3 EU draft legislative acts concerning: amendments to Directive 2003/87/EC to enhance cost-effective emission reductions and low-carbon investments; establishment of an EU common list of safe countries of origin for the purposes of Directive 2013/32/EU on common procedures for granting and withdrawing international protection and establishing a crisis relocation mechanism and amendment to Regulation (EU) No 604/2013 establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third country national or a stateless person,
- pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 7 European Commission documents (4 reports and 3 communications) concerning i.a. public procurement rules in connection with the current asylum crisis, market assessment on mains-voltage lamps or the operation of directive on the application of patients' rights in cross-border healthcare,
- pursuant to Art. 8(2) of the Cooperation Act – 20 EU draft legal acts concerning i.a. agreements between the EU and selected countries on the short-stay visa waiver, agreements between the EU and selected countries on the certain aspects of air services or the position to be taken on behalf of the EU within the Council for TRIPS and the General Council of the World Trade Organisation,
- adopted three opinions concerning draft EU acts (opinions no. 70, 71 and 72); opinion no. 72 concerned non-compliance of the document COM(2015) 450 with the principle of subsidiarity and was transmitted together with opinion no. 71 (concerning the same document) to the presidents of EC, EP and Council,
- issued a positive opinion on the candidature of Maciej Berk for member of the European Court of Auditors (opinion no. 69, mtg no. 360),
- considered draft and adopted report of the Subcommittee ad hoc on EU free trade agreements with third countries – TIPP, CETA, TISA (mtg no. 361),
- considered draft and adopted report of the EU Affairs Committee on the activities during the Sejm's 7th term of office (mtg no. 361).

- Act of 9 October 2015 amending the Act - Penal Code and some other acts [3659].

In October 2015, 7 draft legislative acts were subject to subsidiarity scrutiny. As of 3 November 2015, the national parliaments submitted 2 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
