EU DOCUMENTS IN THE SEJM |

|
In June 2016 the EU Affairs Committee (SUE) held 10 meetings: no. 57-66. During these meetings the Committee:
- scrutinised 107 EU documents:
- pursuant to Art. 7(4) of the Cooperation Act – 12 EU draft legislative acts concerning i.a. third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement (revision of the suspension mechanism), protection of workers from the risks related to exposure to carcinogens or mutagens at work or the use of the Entry/Exit System,
- pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 3 Council implementing decisions and 22 EC documents (6 communications, 16 reports) concerning i.a. submission of statistical data on landings of fishery products in Member States, the completion of the Banking Union or action plan against wildlife trafficking,
- pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by Economic and Financial Affairs Council, Employment, Social Policy, Health and Consumer Affairs Council and Agriculture and Fisheries Council,
- pursuant to Art. 8(2) of the Cooperation Act – 52 EU draft legal acts concerning i.a. temporary internal border control in exceptional circumstances putting the overall functioning of the Schengen area at risk, fishing opportunities for sandeel in certain Union waters or mobilisation of the European Globalisation Adjustment Fund,
- heard information on the progress in the implementation of the energy union, presented by Michał Kurtyka, Undersecretary of State in the Ministry of Energy and Piotr Naimski, Plenipotentiary for Strategic Energy Infrastructure (mtg no. 62),
- examined and adopted positive opinion within the scope of the Committee competence (mtg no. 64):
- for the Public Finance Committee on the report on implementation of the state budget for 2015 (opinion no. 9),
- for the State Audit Committee on the report of activities of the Supreme Audit Office in 2015 (opinion no. 10),
- examined and adopted desideratum for Minister for Infrastructure and Construction, Minister for Finance and Minister for Economic Development on securing funds for the implementation of the expressway S61 (Via Baltica), stretch of Ostrów Wielkopolski - Szczuczyn, including sections constituting the bypass for Łomża (desideratum no. 1, mtg no. 64),
- on 23 June, held the debate on the motion "Does the Council of Ministers of the Republic of Poland is able to take action to eliminate the concerns expressed by the European Commission within the specified period, ie. until 23 May 2016, and thereby is it able through its action to prevent the adoption by the First Vice-President of the European Commission Frans Timmermans unfavorable to Poland opinion on the rule of law in Poland" (mtg no. 65).
SUE together with Public Finance Committee and Economy and Development Committee:
- heard information on recommendations for Poland concerning the implementation of European Semester in 2016, presented by Paweł Chorąży, Undersecretary of State in the Ministry of Economic Development and Hanna Majszczyk, Undersecretary of State in the Ministry of Finance (mtg no. 60).
MEETINGS OF THE EU AFFAIRS COMMITTEE WITH REPRESENTATIVES OF THE EUROPEAN COMMISSION

08.06.2016 – at the meeting no. 58 SUE met with Hiddo Houben, EU Deputy Chief Negotiator for the trade agreement between UE and United States (TTIP) and heard information on the current state of TTIP negotiations.

23.06.2016 – at the meeting no. 66 SUE met with Kristalina Georgieva, EC Vice-President, commissioner for budget and human resources. The meeting concerned the mid-term review of the Multiannual Financial Framework for 2014-2020 and the shape of the new financial perspective for the period after 2020.

Agriculture and Rural Development Committee
-
30.06.2016, took note, during off-site meeting in Lublin, of the information of the Marshal of the Lubelskie Voivodship on the possibilities for financing the tasks in the field of agriculture and rural development under the Rural Development Programme 2014-2020; considered the information of the Minister of Economic Development and Minister of Agriculture and Rural Development (ARD) on financing investments in rural areas under the new financial perspective (mtg no. 54);

22.06.2016, adopted an opinion addressed to the Prime Minister concerning the difficult situation on the milk market, in which it asks the Prime Minister to present to the Commissioner responsible for agriculture and rural development issues contained in the opinion (export subsidies, intervention buying-in, compensations) (mtg. 52);

08.06.2016, considered the information of the ARD Minister on the situation on the milk market, including imports of milk, milk concentrates and dairy products; considered information on penalties for overproduction of milk and the possibility of cancellation of penalties for farmers for exceeding milk quotas (pos. 44).
