EU DOCUMENTS IN THE SEJM |

In September 2016 the EU Affairs Committee (SUE) held 8 meetings: no. 73-80. During these meetings the Committee:
- scrutinised 95 EU documents:
- pursuant to Art. 7(4) of the Cooperation Act – 23 EU draft legislative acts concerning i.a. the Union Customs Code, amending regulation establishing an instrument contributing to stability and peace or establishing a Multiannual Framework for the European Union Agency for Fundamental Rights for 2018-2022,
- pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 41 EC documents (31 reports, 4 communications, 2 joint proposals, 2 joint communications and 2 proposals for decisions) concerning i.a. the European Earth monitoring programme (GMES) and its initial operations, the implementation of the EU Strategy and Action Plan for customs risk management or measures to enhance transparency and the fight against tax evasion and avoidance,
- pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by the Competitiveness Council,
- pursuant to Art. 8(2) of the Cooperation Act – 28 EU draft legal acts concerning i.a. the allocation of funds decommitted from projects under the 10th European Development Fund for the purpose of replenishing the African Peace Facility, the mobilisation of the Contingency Margin in 2017 or the signing on behalf of EU of the Agreement establishing the EU-LAC International Foundation,
- pursuant to Art. 10(2) of the Cooperation Act – 1 EU draft legislative act concerning the establishment of the European Public Prosecutor's Office,
- adopted opinion no. 11 on document COM(2008) 426,
- considered information on legislative proceedings relating to the implementation of EU directives for which the transposition deadline has expired or will expire within the next three months (as of 25.08.2016), presented by the representatives of appropriate ministries (mtg no. 75),
- together with the Agriculture and Rural Development Committee heard information on important for Poland issues of the agricultural sector in the trade agreement negotiated between the EU and USA, presented by Ryszard Zarudzki, undersecretary of state in the Ministry of Agriculture and Rural Development and Jerzy Plewa, Director-General of the EC Directorate-General for Agriculture and Rural Development (mtg no. 76),
- held the first reading of Deputies' draft resolution on the Comprehensive Economic and Trade Agreement (CETA) between EU and its Member States and Canada (paper no. 831, mtg no. 78),
- considered Deputies' draft resolution on international agreements TTIP and CETA (paper no. 727, mtg no. 78),
- considered Deputies' draft resolution on the opposition to the proposed by EC procedure of ratification of the agreement between EU and Canada – CETA without the approval of the Member States (paper no. 728, mtg no. 78),
- adopted positive opinion on the candidatures for the positions of members of the EU Committee of Regions for 2015-2020 - addition to the composition (opinion no. 12, mtg no. 79),
- adopted draft resolution on the proposal for establishment of an EU correction mechanism for the allocation of refugees and financial solidarity mechanism (mtg no. 79),
- together with Foreign Affairs Committee held the first reading of Government's bill on the ratification of Enhanced Partnership and Cooperation Agreement between the EU and its Member States and the Republic of Kazakhstan, done at Astan 21.12.2015 (paper no. 817, mtg no. 80).
SUBSIDIARITY SCRUTINY
COM(2016) 270 – deadline for scrutiny 27.10.2016 Proposal for a regulation of the European Parliament and of the Council establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person (recast)

Ageing Policy Committee

05.09.2016, heard the information of the Minister of Development on including the needs of eldery people in a proposal for Responsible Development Strategy, National Urban Policy 2023, revitalization programmes and operational programmes for 2014-2020 (mtg no. 20);
Public Finances Committee

05.09.2016, considered resolution of the Senate concerning the act on particular principles for settlement of goods and services tax and reimbursing public funds allocated for the realisation by the local government units of projects financed with the participation of EFTA Member States or the European Union budgets, paper no. 780 (mtg no. 99).
