EU DOCUMENTS IN THE SEJM
In July and August 2017 the EU Affairs Committee (SUE) held 7 meetings: no. 142-148. During these meetings the Committee:
  • scrutinised 71 EU documents:
    • pursuant to Art. 7(4) of the Cooperation Act – 17 EU draft legislative acts concerning i.a.: monitoring and reporting of CO2 emissions from and fuel consumption of new heavy-duty vehicles, General Budget of the EU for the financial year 2018; harmonisation of gross national income at market prices (GNI Regulation),
    • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 28 EC documents (7 communications, 17 reports, 1 joint report, 1 proposal for regulation and 2 other) concerning i.a.: social dimension of Europe; Interinstitutional Proclamation on the European Pillar of Social Rights; Mid-Term Review of the Capital Markets Union Action Plan,
    • pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by: Economic and Financial Affairs Council and Agriculture and Fisheries Council,
    • pursuant to Art. 8(2) of the Cooperation Act – 18 EU draft legal acts concerning i.a.: Council decision laying down a simplified procedure for the drawing up of Union positions in the Council of Members of the International Olive Council, Council recommendation on tracking graduates, renewal of the Agreement for scientific and technological cooperation between the European Community and the Federative Republic of Brazil,
  • scrutinized information on the Foreign Affairs Council meeting planned for 17 July 2017 and information on the results of the European Council meeting held on 22-23 June 2017 (presented by Secretary of State in the Ministry of Foreign Affairs Konrad Szymański) (mtg no. 144).

SUE together with Local Government and Regional Policy Committee:

  • considered the Government bill amending the act on principles of realization of programmes in the scope of cohesion policy financed in the financial perspective 2014–2020 and some related acts (paper no. 1636);
  • considered amendments tabled during the second reading to bill amending the act on principles of realization of programmes in the scope of cohesion policy financed in the financial perspective 2014–2020 and some related acts (paper no. 1636 and 1695) (mtg no. 146).

WORK IN COMMITTEES
Administration and Home Affairs Committee and Foreign Affairs Committee
  • 18.07.2017, held the first reading and considered a government bill on the ratification of the Headquarters Agreement between the Republic of Poland and the European Frontier and Coast Guard Agency (Frontex) signed in Warsaw on 09.03.2017 (paper no. 1694). The bill was presented by the Under Secretary of State at the Ministry of Foreign Affairs, Renata Szczęch and the Secretary of State at the Ministry of Interior and Administration, Jakub Skiba (AHA mtg no. 109, FA mtg no. 82).

Digitalisation, Innovation and New Technologies Committee

  • 05.07.2017, considered the information of the President of the Office of Electronic Communications, Marcin Cichy on the "roam like at home" principle and fees for telecommunications services in Poland after the entry into force of the regulation of the EP and of the Council 2015/2120/EU of 25.11.2015 and the EU regulation 531/2012 of 13.06.2012 (mtg no.64);

Public Finance Committee

  • 19.07.2017, gave a positive opinion for the EU Affairs Committee and Local Government and Regional Policy Committee on the Government bill amending the act on principles of implementation of programmes in the scope of cohesion policy financed under the financial perspective 2014–2020 and some related acts (paper no. 1636) (mtg no. 244).

  • the following acts implementing EU law have been published [paper no.]:
    • Act of 20 July 2017 on technical inspection [1731],
    • Act of 12 July 2017 amending the act on substances that deplete the ozone layer and some fluorinated greenhouse gases and some other acts [1647],
    • Act of 20 July 2017 - Water law [1529],
    • Act of 20 July 2017 amending the act on promotion of employment and labour market institutions and some other acts [1494].

In July and August 2017, 21 draft legislative acts were subject to subsidiarity scrutiny. As of 6 September 2017, the national parliaments submitted 2 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
