EUROPEAN DEBATES IN THE SEJM
21 and 22 March 2018 - the Sejm held the debate on the information presented by the Minister of Foreign Affairs Jacek Czaputowicz on the tasks of the Polish foreign policy in 2018 (verbatim record/PL point 10, verbatim record/PL point 10).
EU DOCUMENTS IN THE SEJM

In March 2018 the EU Affairs Committee (SUE) held 5 meetings: no. 189-193. During these meetings the Committee:

  • scrutinised 32 EU documents:
    • pursuant to Art. 7(4) of the Cooperation Act – 4 EU draft legislative acts concerning i.a., establishing a framework for interoperability between EU information systems (police and judicial cooperation, asylum and migration; borders and visa); quality of water intended for human consumption,
    • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 14 EC documents (4 communications, 9 reports and 1 Commission decision) concerning i.a., implementation of the EU customs Action Plan to combat IPR infringements for the years 2013/2017; future of food and farming; mid-term evaluation of the Connecting Europe Facility (CEF),
    • pursuant to Art. 8(2) of the Cooperation Act –  14 EU draft legal acts concerning i.a., mobilisation of the European Union Solidarity Fund to provide assistance to Greece, Spain, France and Portugal; position to be adopted, on behalf of the European Union, within the EEA Joint Committee concerning an amendment to Annex XIII (Transport) to the EEA Agreement; opening of negotiations on a Partnership Agreement between the European Union and countries of the African, Caribbean and Pacific Group of States,
  • considered information of the Minister of Foreign Affairs on "EU enlargement policy. Assessment of the accession prospects of the Western Balkan countries. Polish involvement in the EU enlargement proces" (presented by the Undersecretary of State in the MFA Bartosz Cichocki) (mtg no. 189),
  • scrutinized information on the Agriculture and Fisheries Council meeting held on 19 March 2018 (presented by: Undersecretary of State in the Ministry of Maritime Economy and Inland Navigation Grzegorz Witkowski and Undersecretary of State in the Ministry of Agriculture and Rural Development Ryszard Zarudzki (mtg no. 190),
  • considered the motion of the presidium of the committee to initiate the consideration of draft resolution on the future shape of cohesion policy in the European Union (mtg no. 192).

IMPLEMENTATION OF EU LAW - UST DATABASE
In March 2018 the following bills implementing EU law have been referred to the first reading [paper no.]:
  • Government bill amending the act on - Pharmaceutical Law and and some other acts [2386],
  • Government bill amending the act on conformity assessment system and the act on conformity assessment and market surveillance systems and some other acts [2376].

ALL REASONED OPINIONS OF NATIONAL PARLIAMENTS IN IPEX

In March 2018, 27 draft legislative acts were subject to subsidiarity scrutiny. As of 5 April 2018, the national parliaments submitted 4 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle.

*Reasoned opinion of the Czech Chamber of Deputies was submitted in April, that is why it was not included in the March summary.
