EU DOCUMENTS IN THE SEJM

In January 2020 the EU Affairs Committee (SUE) held 8 meetings: no. 5-12. During these meetings the Committee:

  • pursuant to Art. 151(1) of the Sejm Standing Orders, considered:
    • proposal for a regulation of the EP and of the Council amending Regulation (EU) 2016/1139 as regards the introduction of capacity limits for Eastern Baltic cod [...] (COM(2019) 564) together with the draft position of the Republic of Poland [mtg no. 5],
    • proposal for a regulation of the EP and of the Council laying down certain transitional provisions for the support by the European Agricultural Fund for Rural Development (EAFRD) and by the European Agricultural Guarantee Fund (EAGF) in the year 2021 and amending regulations [...] (COM(2019) 581) together with the draft position of the Republic of Poland [mtg no. 5],
  • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, considered:
    • the Council of Ministers' information about the meeting of the European Council held on 12-13 December 2019 [mtg no. 6],
    • the Council of Ministers' information about the meeting of the Foreign Affairs Council planned for 10 and 20 January 2020 [mtg no. 6],
    • Commission opinion on a draft Regulation of the European Parliament laying down the regulations and general conditions governing the performance of the Ombudsman's duties (Statute of the European Ombudsman) and repealing Decision 94/262/ECSC, EC, Euratom (COM(2019) 553) together with the government position [mtg no. 6],
  • SUE considered a proposal for SUE opinion concerning document COM(2019) 553 (the proposal was rejected) [mtg no. 7],
  • pursuant to Art. 11(1) of the Cooperation Act, considered the information about the position the Council of Ministers intended to take with regard to draft EU legal acts during the meeting of the EU Council:

  • according to the proposal of the Committee Bureau, didn't raise any comment to the following EU documents:

  • considered the draft work programme of the Committee for the period 1 January - 31 July 2020 [mtg no. 5],
  • examined, for the Public Finance Committee, the draft budget act for 2020 and adopted a positive opinion thereon within the scope of the Committee competence [opinia nr 2 /PL, mtg no. 7],
  • held the following meetings [mtg no. 9]:
    • with the representative of the Finnish Presidency, Ambassador of the Republic of Finland in Poland Mr Juha Tapio Ottman, on the results of the Finnish Presidency of the EU Council,
    • with the representative of the Croatian Presidency, Ambassador of the Republic of Croatia in Poland Mr Tomislav Vidoševič, on the programme of the Croatian Presidency of the EU Council,
  • heard the information of the Commissioner for Jobs and Social Rights, Nicolas Schmit, about the European Commission Programme on building a strong social Europe for just transitions [mtg no. 11],
  • heard the information about the Conference on the Future of Europe [mtg no. 11].

SUE together with the Environmental Protection, Natural Resources and Forestry Committee considered the information from the Minister of Climate and Minister, member of the Council of Ministers for European affairs, on European Green Deal, with the position of the Republic of Poland [mtg no. 8].

WORK IN COMMITTEES

Economy and Development Committee

  • 22.01.2020, considered the Government document „Report on public aid in Poland provided to businesses in 2018 together with Report on de minimis aid in Poland provided to businesses in 2018." (paper no. 146) The documents have been presented by Michał Holeksa, Vice-President of the Office of Competition and Consumer Protection [mtg no. 7],

Maritime Economy and Inland Water Transport Committee

  • 22.01.2020, considered the information presented by Undersecretary of State in the Ministry of Maritime Economy and Inland Water Transport, Grzegorz Witkowski, on the marine protected areas and marine areas development plans [mtg no. 9],
  • 22.01.2020, considered the information presented by Undersecretary of State in the Ministry of Maritime Economy and Inland Water Transport, Grzegorz Witkowski, on the implementation of the Common Fisheries Policy (including problems and proposals for their resolution) [mtg no. 9],

Local Government and Regional Policy Committee

  • 23.01.2020, considered the information of the Supreme Audit Office submitted by Tadeusz Dziuba, Vice-President of SAO, on the results of control "Effects of implementation of operational programmes of the Cohesion Policy 2014-2020" [mtg no. 9],
  • 23.01.2020, considered the information of the Supreme Audit Office submitted by Tadeusz Dziuba, Vice-President of SAO, on the results of control "Integrated Territorial Investments in the financial perspective 2014-2020" [mtg no. 9].

 

SUBSIDIARITY CHECK IN NATIONAL PARLIAMENTS

According to the information from IPEX database as of 7 February 2020, 4 draft legislative acts were subject to subsidiarity scrutiny in January 2020. The national parliaments submitted no reasoned opinion on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
