EU DOCUMENTS IN THE SEJM
In September 2020 the EU Affairs Committee (SUE) held 3 meeting, no. 28-30, via electronic means of distance communication. During this meeting the Committee:
  • pursuant to Art. 3(1) of the Cooperation Act, considered the information for the Sejm and the Senate on the Republic of Poland's participation in the activities of the European Union in January-June 2020 (Croatian Presidency of the Council of European Union) (paper no. 565) [mtg no. 28],
  • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, considered:
    • communication from the Commission: Europe's moment: Repair and Prepare for the Next Generation (COM(2020) 456) together with the Government position [mtg no. 28],

    • draft Union's annual budget for the financial year 2021 - General Introduction - General statement of expenditure - General statement of revenue - Statement of revenue and expenditure by section (COM(2020) 300) together with the draft position of the Republic of Poland [mtg no. 28],
    • proposal for a Council directive amending Directive 2011/16/EU on administrative cooperation in the field of taxation (COM(2020) 314) together with the draft position of the Republic of Poland [mtg no. 28],
  • submitted, for the State Audit Committee, an opinion on the report on the activity of the Supreme Audit Office in 2019 (paper no. 522) in the scope of the SUE competence [mtg no. 28]
  • held the following meetings [mtg no. 29]:
    • with the representative of the Croatian Presidency, Ambassador of the Republic of Croatia in Poland, Mr Tomislav Vidoševič, on the results of the Croatian Presidency of the EU Council,
    • with the representative of the German Presidency, Chargé d'Affaires ad interim of the Federal Republic of Germany, Mr Knut Abraham, on the programme of the German Presidency of the EU Council.

WORK IN COMMITTEES

Agriculture and Rural Development Committee
16.09.2020, heard the information on the state of play of the negotiations of the European Union's common agricultural policy for the period 2021-2027 (including direct payments, rural development program and agricultural markets (mtg no. 21).

SUBSIDIARITY CHECK IN NATIONAL PARLIAMENTS

According to the information from IPEX database as of 6 October 2020, 23 draft legislative acts were subject to subsidiarity scrutiny in September 2020. The national parliaments submitted no reasoned opinion on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
