EU DOCUMENTS IN THE SEJM
In December 2020 the EU Affairs Committee (SUE) held 4 meetings, no. 39-42, via electronic means of distance communication. During these meetings the Committee:
  • pursuant to Art. 7(4) of the Cooperation Act, considered:
    • proposal for a directive of the EP and of the Council on adequate minimum wages in the European Union (COM(2020) 682), together with the draft position of the Republic of Poland [mtg no. 39],
    • proposal for a regulation of the EP and of the Council on asylum and migration management and amending Council Directive (EC) 2003/109 and the proposed regulation (EU) XXX/XXX [Asylum and Migration Fund] (COM(2020) 610), together with the draft position of the Republic of Poland [mtg no. 40],
    • amended proposal for a regulation of the EP and of the Council establishing a common procedure for international protection in the Union and repealing Directive 2013/32/EU (COM(2020) 611), together with the draft position of the Republic of Poland [mtg no. 40],
    • proposal for a regulation of the EP and of the Council introducing a screening of third country nationals at the external borders and amending Regulations (EC) No 767/2008, (EU) 2017/2226, (EU) 2018/1240 and (EU) 2019/817 (COM(2020) 612), together with the draft position of the Republic of Poland [mtg no. 40],
    • proposal for a regulation of the EP and of the Council addressing situations of crisis and force majeure in the field of migration and asylum (COM(2020) 613), together with the draft position of the Republic of Poland [mtg no. 40],
    • amended proposal for a regulation of the EP and of the Council on the establishment of 'Eurodac' for the comparison of biometric data for the effective application of Regulation (EU) XXX/XXX [Regulation on Asylum and Migration Management] and of Regulation (EU) XXX/XXX [Resettlement Regulation], for identifying an illegally staying third-country national or stateless person (...) and amending Regulations (EU) 2018/1240 and (EU) 2019/818 (COM(2020) 614), together with the draft position of the Republic of Poland [mtg no. 40],
    • proposal for a decision of the EP and of the Council on a General Union Environment Action Programme to 2030 (COM(2020) 652), together with the draft position of the Republic of Poland [mtg no. 41],
    • proposal for a regulation of the EP and of the Council on Markets in Crypto-assets, and amending Directive (EU) 2019/1937 (COM(2020) 593), together with the draft position of the Republic of Poland [mtg no. 42],
  • pursuant to Art. 11(1) of the Cooperation Act, considered:
    • information from the Council of Ministers on the position the Council of Ministers intends to take during the consideration of the draft legal acts at the Environment Council on 17 December 2020 - COM(2020) 78, 80, 563, 642, 798 [mtg no. 41],
  • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, considered:
    • information from the Council of Ministers on the European Council meeting planned for 10-11 December 2020 [mtg no. 39],
    • communication from the Commission concerning new migration and asylum pact (COM(2020) 609), together with the Government position [mtg no. 40],
    • information from the Council of Ministers on the results of the European Council which took place on 10-11 December 2020 [mtg no. 41],
    • communication from the Commission: Commission Work Programme for 2021 (COM(2020) 690), together with the Government position [mtg no. 41],
    • communication from the Commission: A Capital Markets Union for people and businesses - new action plan (COM(2020) 590), together with the Government position [mtg no. 42],
    • communication from the Commission on a Retail Payments Strategy for the EU (COM(2020) 592), together with the Government position [mtg no. 42],
  • according to the proposal of the Committee Bureau, didn't raise any comment to the following EU documents:

According to the information from IPEX database as of 11 January 2021, 19 draft legislative acts were subject to subsidiarity scrutiny in December 2020. The national parliaments submitted 8 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle.

1 December 2020, "The Evaluation of Eurojust's Activities" - Interparliamentary Committee Meeting with the EP Committee on Civil Liberties, Justice and Home Affairs (LIBE), video meeting (first interparliamentary meeting dedicated to the assessment of Eurojust's activities by the national Parliaments and the European Parliament, in accordance with Article 85 TFEU and Regulation 2018/1772)

  • Eurojust current and future activities, especially in the current pandemic
  • Future cooperation between Eurojust and the newly created European Public Prosecution Office
  • Cooperation with third countries and Brexit related challenges concerning the fight against terrorism and cross-border organized crime
