EU MATTERS AT THE SEJM FORUM
On 4 May 2021 the Sejm adopted the Act granting consent for ratification by the President of the Republic of Poland of the Council Decision (EU, Euratom) 2020/2053 of 14 December 2020 on the system of own resources of the European Union and repealing Decision 2014/335/EU, Euratom (papers no. 1123, 1130, legislative process/PL, verbatim record/PL, point 1), Journal of Law (Dziennik Ustaw) 2021, item 969.
EU DOCUMENTS IN THE SEJM
In May 2021 the EU Affairs Committee (SUE) held 5 meetings, no. 65-69, via electronic means of distance communication. During these meetings the Committee:
  • pursuant to Art. 7(4) of the Cooperation Act, considered:

  • pursuant to Art. 11(1) of the Cooperation Act, considered:

  • pursuant to Art. 10(2) of the Cooperation Act, considered:
    • amended proposal for a regulation of the European Parliament and of the Council on the access of third-country goods and services to the Union's internal market in public procurement and procedures supporting negotiations on access of Union goods and services to the public procurement markets of third countries (COM(2016) 34) together with the related information on the position of the Republic of Poland [mtg no. 66],
  • according to the proposal of the Committee Bureau, didn't raise any comment to the following EU documents:

  • adopted – on the proposal of the Permanent sub-committee for the Conference on the Future of Europe – the SUE desideratum no. 1 on ensuring pluralism and freedom of discussion during the Conference on the Future of Europe - link [mtg no. 69].

Infrastructure Committee and Local Government and Regional Policy Committee

  • 06.05.2021, presentation by the Minister of Infrastructure and the Minister of Finance, Funds and Regional Policy of the summary of public consultations for the E component "Green, intelligent mobility" in the National Recovery and Resilience Plan (mtg no. 96 and mtg no. 62).
SUBSIDIARITY CHECK IN NATIONAL PARLIAMENTS

According to the information from IPEX database as of 7 June 2021, 9 draft legislative acts were subject to subsidiarity scrutiny in May 2021. The national parliaments submitted no reasoned opinion on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
