EUROPEAN DEBATES AND RESOLUTIONS OF THE SEJM

27 October 2017 - the Sejm accepted the information on the Republic of Poland's participation in the activities of the European Union in January-June 2017, during the Maltese Presidency of the EU Council - resolution.

12 October 2017 - the information was debated in plenary with participation of the Secretary of State in Foreign Affairs Ministry, Konrad Szymański (verbatim record/PL, p. 21).

EU DOCUMENTS IN THE SEJM
In October 2017 the EU Affairs Committee (SUE) held 8 meetings: no. 154-161. During these meetings the Committee:
  • scrutinised 65 EU documents:
    • pursuant to Art. 7(4) of the Cooperation Act  – 4 EU draft legislative acts concerning i.a.: combating fraud and counterfeiting of non-cash means of payment; the European citizens' initiative,
    • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act  – 21 EC documents  (5 communications, 12 reports, 1 joint report, 1 proposal for directive and 1 reflection paper), concerning i.a.: Join Report on the Implementation of the European Neighbourhood Policy Review; the future of European defence; relations between the European Commission and national Parliaments,
    • pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by: Environment Council, Justice and Home Affairs Council, Employment, Social Policy, Health and Consumer Affairs Council, General Affairs Council, Economic and Financial Affairs Council,
    • pursuant to Art. 8(2) of the Cooperation Act – 18 EU draft legal acts concerning i.a.: fixing for 2018 the fishing opportunities for certain fish stocks and groups of fish stocks applicable in the Baltic Sea; the conclusion, on behalf of the European Union, of the Council of Europe Convention on the manipulation of sports competitions with regard to matters not related to substantive criminal law and judicial cooperation in criminal matters,
  • considered, pursuant to Art. 18(4) of the Cooperation Act, information on legislative proceedings relating to the implementation of EU directives for which the transposition deadline has expired or will expire within the next three months (as of 24.08.2017) - continuation, presented by Undersecretary of State in the Ministry of Energy Michał Kurtyka (mtg no. 155),
  • considered, pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, the Government information concerning the Foreign Affairs Council meeting and the European Council meeting (mtg no. 157),
  • considered, pursuant to Art. 3(1) of the Cooperation Act – the information for the Sejm and the Senate on the Republic of Poland's participation in the activities of the European Union in January-June 2017 (Maltese Presidency of the Council of European Union) (mtg no. 156) and the amendment tabled during the second reading to draft resolution on the subject (mtg no. 161),
  • heard the information on the so called "winter package" (innovations in the mining and energy sector - opportunities and challenges in the context of the development of the Polish economy), presented by Secretary of State in the Ministry of Development Jerzy Kwieciński, MEP Jerzy Buzek and experts in energy and mining, and adopted desideratum addressed to the President of the Council of Ministers regarding support for action conducive to the modification of the regulations unfavourable for Poland in the new energy package “Clean Energy for all Europeans” proposed by the European Commission (meeting outside the precincts of the Sejm in Katowice, no 158),
  • examined and adopted opinion for the Public Finance Committee on the draft budget act for 2018 (budget parts 23, 83, 84).

SUE together with the Foreign Affairs Committee:

  • held the first reading of the Government bill on ratification of the Political Dialogue and Cooperation Agreement between the European Union and its Member States, of the one part, and the Republic of Cuba, of the other part, drawn up in Brussels, on 12 December 2016 (mtg no. 159).

Digitalisation, Innovation and New Technologies Committee
  • 12.10.2017, considered the information presented by Minister of Digitization, Anna Streżyńska, about the EC Horizon 2020 work programme and the work of ECSO (European Cyber Security Organisation) (mtg no.71);

Economy and Development Committee

  • 11.10.2017, heard the information presented by the Undersecretary of State in Ministry of Finance, Leszek Skiba on the impact of Poland's accession to the euro zone on the state of the Polish economy (mtg no. 86);

National Defense Committee and Foreign Affairs Committee

  • 12.10.2017, heard the information presented by the Undersecretary of State in the Ministry of Defense, Tomasz Szatkowski, and the Undersecretary of State in the Foreign Affairs Ministry, Bartosz Cichocki, on the Common Security and Defense Policy and the Common Foreign and Security Policy (mtg NDC no. 70, mtg FAC no. 80);

Agriculture and Rural Development Committee

  • 10.10.2017, heard the information presented by the Undersecretary of State at the Ministry of Agriculture and Rural Development, Ryszard Zarudzki, and a member of the European Court of Auditors, Janusz Wojciechowski on EU support programs addressed to Polish young farmers in 2004-2017 (mtg no. 178);

Foreign Affairs Committee

  • 26.10.2017, heard the information presented by the Under Secretary of State in the Foreign Affairs Ministry, Bartosz Cichocki, on preparations for the 5th Eastern Partnership Summit in Brussels (mtg no. 89);
  • 11.10.2017, heard the information presented by the Undersecretary of State in the Foreign Affairs Ministry, Joanna Wronecka, on the future of the Weimar Triangle (mtg no. 79).
IMPLEMENTATION OF EU LAW - UST DATABASE

In October 2017

  • the following bill implementing EU law has been referred to the first reading [paper no.]:
    • Government bill amending the Act - Code of Criminal Procedure and some other acts [1931],
  • the following act implementing EU law has been published [paper no.]:
    • Act of 15 October 2017 amending the act - Environmental law and some other acts [1765].

In October 2017, 16 draft legislative acts were subject to subsidiarity scrutiny. As of 2 November 2017, the national parliaments submitted 1 reasoned opinion on the non-compliance of the scrutinised draft act with the subsidiarity principle.
