EU-Poland Joint Parliamentary Committee

The EU-Poland Joint Parliamentary Committee was established in line with the provisions of the Europe Agreement to fulfil the functions of the Parliamentary Association Committee foreseen by that Agreement. It consisted of the Delegation of the Sejm and Senate and of the Delegation of the European Parliament. It was established on the basis of the resolution of the Bureau of the Sejm of 24 November 1993, the resolution of the Bureau of the Senate of 19 November 1993 and the European Parliament's decision of 15 January 1992. It was constituted on 29 November 1993 (two months before the entry into force of the Europe Agreement). It provided a forum for the exchange of ideas and political dialogue. The EU-Poland Joint Parliamentary Committee had the task to deliver recommendations to the Association Council (which was composed of members of the Government of Poland and members of the Council of the European Union and the European Commission). It might also request information from the Association Council concerning the implementation of the Europe Agreement.

The last meeting of EU-Poland JPC took place on 24-25 November 2003 in Brussels.

The Chairperson of the Delegation of the Sejm and Senate of the Republic of Poland to the EU-Poland Joint Parliamentary Committee (who was also the Co-Chairperson of the EU-Poland Joint Parliamentary Committee) was the Chairperson of the European Committee of the Sejm. During the present 4th term of office he was also the representative of the Sejm to the European Convention.

At the beginning the Sejm’s and Senat’s Delegation consisted of 15 members (12 deputies and 3 senators). Later on the Delegation had 12 members and 12 deputy members (9 deputies and 3 senators). The Delegation was appointed for the 4-year period of the parliamentary term of office from among parliamentary club representatives. The Delegation had one chairman, who was also the chairman of the European Integration Committee of the Sejm of the Republic of Poland, and two deputy chairmen.
