EU DOCUMENTS IN THE SEJM
In November 2017 the EU Affairs Committee (SUE) held 8 meetings: no. 162-169. During these meetings the Committee:
  • scrutinised 112 EU documents:
    • pursuant to Art. 7(4) of the Cooperation Act – 10 EU draft legislative acts concerning i.a.: rail passengers' rights and obligations; a framework for the free flow of non-personal data in the European Union; the rules applicable to the temporary reintroduction of border control at internal borders,
    • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 19 EC documents (4 communications, 13 reports, 1 recommendation and 1 reflection paper), concerning i.a.: tackling illegal content online; monitoring the application of European Union law; follow-up to the Action Plan on VAT,
    • pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by: Justice and Home Affairs Council, Employment, Social Policy, Health and Consumer Affairs Council, General Affairs Council, Economic and Financial Affairs Council, Transport, Telecommunications and Energy Council, Competitiveness Council,
    • pursuant to Art. 8(2) of the Cooperation Act – 17 EU draft legal acts concerning i.a.: European Framework for Quality and Effective Apprenticeships; the conclusion of the agreement between the European Union and the Kingdom of Norway concerning additional trade preferences in agricultural products,
  • considered, pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, the Government information concerning the Foreign Affairs Council meetings and the European Council meeting on 19-20 October 2017 (mtg no. 163),
  • adopted opinion, pursuant to Art. 20(2) and Art. 19 of the Cooperation Act, on the candidate for the office of the Advocate General of the Court of Justice of the European Union (2018-2024 term of office, mtg no. 164),
  • heard the information on the youth policy of the European Union and its agendas as well as resulting proposals for the implementation of the State strategy towards youth in Poland and the emergence of youth policy, presented by Undersecretary of State in the Ministry of National Education Maciej Kopeć (mtg no. 166),
  • examined and adopted an opinion on the bill amending the budget act for 2017, for the Public Finance Committee (budget parts 23, 84).

SUE together with Economy and Development Committee and Infrastructure Committee:

  • heard the information presented by Mrs. Violeta Bulc, Commissioner for Transport, on the new European Commission's proposals on transport in the framework of the “Europe on the Move” package and the European Union's transport policy (mtg no. 169).

    • Government bill amending the act on the business of insurance and reinsurance and some other acts [2068],
    • Government bill amending the act on the National Court Register and some other acts [2067],
    • Government bill amending the act on the Inspection for Environmental Protection and the act - Environmental law [2066],
    • Government bill amending the act on the tax on goods and services [2056],
    • Government bill amending the act on waste [2014],
    • Government bill amending the act on biocomponents and liquid biofuels and some other acts [1973].
  • the following acts implementing EU law have been published [paper no.]:
    • Act of 12 October 2017 on maritime labour act and some other acts [1833],
    • Act of 12 October 2017 amending the act on management of packaging and packaging waste and some other acts [1730],
    • Act of 29 September 2017 amending the act on supervision of financial market and the act on the business of insurance and reinsurance [1782].

ALL REASONED OPINIONS OF NATIONAL PARLIAMENTS IN IPEX

In November 2017, 18 draft legislative acts were subject to subsidiarity scrutiny. As of 5 December 2017, the national parliaments submitted 2 reasoned opinions on the non-compliance of the scrutinised draft act with the subsidiarity principle.
