According to Article 7 of the Protocol [No. 2] on the application of the principles of subsidiarity and proportionality, the minimum needed to launch the yellow card procedure constituted, as of 10.05.2016, 19 votes of national parliaments / chambers of national parliaments.

On the basis of the data uploaded by national parliaments to the IPEX database, 14 parliaments / chambers, representing, in the light of the Protocol no. 2, a total of 22 votes, sent reasoned opinions on:
