EUROPEAN DEBATES IN THE SEJM |

On 19 July 2018 - the Sejm held the debate on the current information, presented by the Secretary of State in the Ministry of Foreign Affairs Konrad Szymański, concerning the EC proposal for regulation laying down the multiannual financial framework for the years 2021 to 2027 together with draft implementing regulations and their consequences for Poland (verbatim record/PL point 20). |

EU DOCUMENTS IN THE SEJM |

|
In July and August 2018 the EU Affairs Committee (SUE) held 13 meetings: no. 216-228. During these meetings the Committee:
- scrutinised 169 EU documents:
- pursuant to Art. 7(4) of the Cooperation Act – 66 EU draft legislative acts concerning i.a., establishing the European Defence Fund (COM(2018) 476), financing, management and monitoring of the common agricultural policy (COM(2018) 393), establishing of the Reform Support Programme (COM(2018) 391),
- pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 26 EC documents (8 communications, 15 reports, 1 joint communication, 1 joint report and 1 opinion) concerning i.a., state of play of the common fisheries policy and consultation on the fishing opportunities for 2019 (COM(2018) 452), the EU Enlargement Policy (COM(2018) 450), convergence report 2018 (COM(2018) 370),
- pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by Economic and Financial Affairs Council, Agriculture and Fisheries Council,
- pursuant to Art. 8(2) of the Cooperation Act – 72 EU draft legal acts concerning i.a., dedicated financial programme for decommissioning of nuclear facilities and management of radioactive waste (COM(2018) 467), promoting automatic mutual recognition of higher education and upper secondary education diplomas and the outcomes of learning periods abroad (COM(2018) 270), mobilisation of the EU Solidarity Fund to provide for the payment of advances in the general budget of the Union for 2019 (COM(2018) 281),
- scrutinized information on: the European Council meeting held on 28-29 June 2018 and information on the Foreign Affairs Council meeting held on 25 June 2018 (presented by Secretary of State in the Ministry of Foreign Affairs Konrad Szymański and Undersecretary of State in Ministry of National Defence) (mtg no. 216 and 224),
- examined and adopted positive opinion intended for the State Audit Committee on the activity report of the Supreme Audit Office for 2017 (paper no. 2726), in the scope of the SUE competence (mtg no. 224),
- considered the information for the Sejm and the Senate on the Republic of Poland's participation in the activities of the European Union in January-June 2018 (Bulgarian Presidency of the EU Council) (mtg no. 224),
- met with the Ambassador of the Republic of Bulgaria Emil Savov Yalnazov and heard information on the results of Bulgarian Presidency of the EU Council; met with the Ambassador of the Republic of Austria Werner Almhofer and heard information on the programme of the Austrian Presidency of the EU Council (mtg no. 226),
- supplemented the membership of the special subcommittee on the EU energy policy (mtg no. 228).

SUBSIDIARITY CHECK IN NATIONAL PARLIAMENTS |
|
|
|
|
|
In July and August 2018, 490 draft legislative acts were subject to subsidiarity scrutiny. As of 6 September 2018, the national parliaments submitted 3 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle. * In June 2018 the reasoned opinions were submitted to the documents: COM(2018) 184, COM(2018) 185, COM(2018) 218, COM(2018) 274, COM(2018) 277, COM(2018) 325, COM(2018) 327, COM(2018) 373 and COM(2018) 380 - see the previous Biuletyn OIDE, June 2018. Information on the adoption of reasoned opinions to the documents COM(2018) 380 and COM(2018) 277 appeared in the IPEX database after the June Bulletin OIDE was published.
